2001
Emergency-service and training agreement between the Pobres de Puigcerdà Hospital Private Foundation (FHP) and Perpignan Hospital Center to accept French patients sent for emergency care from Perpignan Hospital Center (15).

2003
Launch of a feasibility study for the creation of a joint cross-border hospital within the framework of the Euroregion (Agreement Protocol between the Catalan government and the Regional Council of Languedoc-Roussillon signed on 10 January in Perpignan) and included in the European project INTERREG III. The cross-border hospital project is led by the Regional Council of Languedoc-Roussillon, with the participation of the Languedoc-Roussillon Regional Hospitalization Agency (ARH), the Catalan Healthcare Service (CatSalut) and the FHP.

 

A Technical Committee is created to monitor the project. It is predominantly made up of healthcare workers and experts. A Steering Committee with decision-making capacity is also created. It is made up of:

April: Agreement between the FHP and French health insurance agencies to guarantee compensation of patients included in the hospital agreement signed in 2001.


2004
November: Technical Committee meetings (made up of ARH, CatSalut and FHP) in Barcelona and Montpellier to begin complementary studies in the legal and financial areas.

2005

With the aim of adapting project administration to operating needs for development of the project, the competent administrations define three forms of management and working:

14 January: The project Steering Committee reports to the General Council of the Eastern Pyrenees. Based on the development of complementary studies in the legal and financial areas, the General Council decides to submit the report to the respective Health Ministries so the project can be monitored.

 

Between February and October: while preparing the signing of an agreement protocol between the health authorities in Spain and France, the project continues its technical development with the drafting of the first functional plan and a call for ideas for the project.

17 October: The Declaration of intentions regarding cooperation for access to healthcare for the patients of Cerdanya and Capcir signed by Xavier Bertrand, French Minister of Health and Solidarity, and Marina Geli, Minister of Health of the Catalan government.

 

Between November and December: A call for architectural-design ideas is jointly issued by the French and Catalan authorities. A Catalan firm wins the tender to design the hospital.

 


2006

The Management Committees for the project, made up of Hospitalization and Healthcare Organization Management (DHOS), the ARH, the Catalan Ministry of Health (DS) and CatSalut. Meetings held on 10 January in Barcelona and on 4 April in Paris to approve the 2006-2008 Working Plan.

 

Progress is made at the institutional level in the preparation of an intergovernmental framework agreement that provides for a suitable legal structure to implement the project, and approve the general financial, medical and project-realization decisions.

 

Besides the architectural plans, the Functional and Professional Plan calls for a medical and health plan with a participatory approach (which should be the same for all professionals) and an information and communication policy to respond to the scale of the project.

The Cerdanya Cross-Border Hospital Private Foundation is responsible for sponsoring, monitoring and promoting the project. This Foundation is the seed that will make it possible to create the Inter-Administrative Consortium that will manage the hospital with the participation of the French and Catalan healthcare administrations.

The Board of Trustees is made up of a Chairperson and twelve members appointed based on their relationship with and experience in the healthcare community, especially in the area of the management of cross-border collaboration projects and hospital healthcare. Members will sit on the Board for four-year terms and may be nominated indefinitely to hold further terms.

The members of the Foundation Board of Trustees are:

A Permanent Commission has been created, made up of Board of Trustees members Enric Mayolas and Guy Nicolas, as well as Pierre Beuf, Assistant Director of the Languedoc-Roussillon Regional Hospitalization Agency (ARH), and Xavier Conill, Head of the Technical Secretariat of the Catalan Healthcare Service and Secretary of the Foundation.

A Project Co-Directorate has also been created, made up of:

  • Cristina Rodriguez, Advisor of the Hospitalization and Healthcare Organization Management (DHOS) and the ARH
  • Jordi Boix, Manager of the Puigcerdà Hospital Private Foundation



2007
At the EUREGIO Conference "Cross-Border Activities – Good Practice for Better Health" held in Düsseldorf on 5-6 March, the Cerdanya Common Cross-Border Hospital Project was recognised as an example of quality in managing and directing an initiative of this kind, in view of its interest from the standpoint of recognising a need experienced by the people of Ceret, on account of the involvement of different government bodies and on account of its pro-European outlook.

19 March 2007: Letter of intent signed for the creation of a European Grouping for Territorial Cooperation (EGTC)

Xavier Bertrand, the French Minister of Health and Solidarity, and Marina Geli, the Catalan Minister of Health, signed a letter of intent in Puigcerdà through which both administrations agreed to create a European European Grouping for Territorial Cooperation as an inter-administrative legal instrument for the governance and management of the future Cerdanya Joint Cross-Border Hospital

The letter of intent establishes the minimum specifications of the EGTC. Besides the two signing parties, other regional and municipal public administrations will also participate and be represented in the EGTC.

Some of the key agreements reached include the following:

  • The participation in the EGTC governing body of the associated public administrations, with 40% corresponding to French public administrations and 60% to Catalan public administrations.
  • A financing system for the project and financial contributions that respect the proportion in the foregoing point.
  • The organic government structure to be established (government council, executive committee and management).
  • The system for adopting resolutions.
