Project Management: The Cerdanya Cross-Border Hospital Private Foundation



The Cerdanya Cross-Border Hospital Private Foundation was constituted on 4 July 2006 and is responsible for sponsoring, monitoring and promoting the project. This Foundation is the seed of what will later be the Inter-Administrative Consortium that will manage the hospital. This Consortium will be constituted once the cross-border cooperation treaty is signed by the French and Spanish governments.

The main aim of the Foundation is to ensure the new hospital actually serves the needs of people on both sides of the border. To fulfill this aim, the Foundation will monitor the project as a whole, keep the public administrations informed and ensure deadlines are met by making any proposals it deems necessary.

The main responsibilities of the Foundation by area are as follows:

Structure
:

  • To monitor and promote the work of the group of professionals and their proposal of a preliminary project of needs.
  • To ensure the criteria of the French and Catalan public administrations are included in the preliminary project.
  • To draw up a set of administrative clauses for contracting the work done on the hospital and monitoring its progress.


Healthcare network and hospital operations
:

  • To promote a joint healthcare-services network between the French and Catalan healthcare centers by sponsoring all actions and projects that make such a network possible: the elderly, emergency care and pre-hospital emergencies, care for children with asthma, mental health and obstetrics activity, among others.
  • To draw up an analysis of the information-technology systems required by the new hospital.
  • To draw up an analysis of the situation and needs in terms of language training.
  • To create a working group for human-resources policies.
  • To create and monitor the work of a working group on the participation of primary-care doctors at the new hospital.


Financing the new hospital
:

  • To analyze financing sources in the European Union for cross-border projects.
  • To establish the hospital’s financing framework and criteria and to create a working group to define the hospital Financing Plan.


Project communication
:

  • To establish the framework and criteria for project communication and to implement the Communication Plan (local, regional, national and international).
  • To create the records and databases necessary for communication.
  • To monitor the work done on the major financing criteria.


To carry out these tasks, the Foundation will make use of the work done to date and draw up the 2007 Action Plan with the objectives, budget and control and monitoring systems approved by the Foundation Board of Trustees.
