The inter-administrative level

European Grouping of Territorial Cooperation (EGTC)
A legal structure promoted by the European Union (Commission, Parliament and Committee of the Regions) to facilitate and promote cross-border cooperation between Member States and/or regions. More on the EGTC.
On 19 March 2007 a letter of intent was signed for the creation of an EGTC (between France and the Catalan healthcare administration) to administer Cerdanya Hospital, the cross-border hospital of the Cerdanya and Capcir.

 

 

Cerdanya Cross-Border Hospital Private Foundation

The Foundation was constituted on 4 July 2006 with the participation of the French and Catalan public administration. It is the governing body responsible for monitoring the project of Cerdanya Hospital, the cross-border hospital of Cerdanya and Capcir.

The Foundation is a temporary organization until the cross-border cooperation treaty is signed by the French and Spanish governments, at which time the joint inter-administrative body will be created.

The Ministry of Health and Solidarity is the French ministry responsible for responding to the health needs of the French population, developing healthcare services and bolstering health safety in France.

It has 26 Regional Hospitalization Agencies (ARH), which are public-interest groups made up of the national government and health insurance agencies under the control of the Ministries responsible for health and social security.

The Languedoc Roussillon Regional Hospitalization Agency is one of the 26 regional agencies in France.

It has its own legal personality under public law, as well as administrative and financial independence. It is constituted as a public-interest group between the national government and health insurance agencies.

Puigcerdà is the capital of Cerdanya County and, as such, is responsible for controlling most public services. Puigcerdà City Council is made up of the municipalities of La Guingueta, Puigcerdà, Sant Martí, Rigolisa, Sant Marc, Urbanització Deulofeu, Ventajola and Vilallobent.

The county is a local regional body made up of a group of county municipalities. It has its own legal personality and full capacity and independence to achieve its mission. The County Council is responsible for governing and administering the county.

 

The Catalan Government supports this project and its spokespeople are the Ministry of Health and the Catalan Healthcare Service. Other ministries provide their support and collaboration with regard to specific issues, such as the Presidential Ministry.

The Catalan Healthcare Service is an independent body with its own legal personality attached to the Catalan Ministry of Health. It establishes services policies in accordance with the health policies of the Ministry of Health, specifies benefits, supply and purchasing systems, and monitors user satisfaction.
